GB DMR Repeater -- New System October 2017

The Green Bay DMR repeater has been replaced. Still using coordinated frequency: 442.83125 +5 CC6 New system has a different talkgroup layout, taking a 'consumed airtime' approach. Switched to Let's Encrypt / certbot

Most of my internal stuff still runs on kc9uhi-ca certs, but I think I've got the public stuff switched over.

Whipped up a crude 'api' to send txt messages to trbo radios via other programs.

Added another UDP port listener; send it the destination DMR ID and message, then the ars-e program sends the txt to the radio.

Code below to send/receive files over TRBO. Server script runs on base unit, waits for connection from client. Spawns child process to receive and verify data. If the radio is on the same frequency/timeslot as the requesting device, I would think that the ARS 'ping' command would generate a 'pong' response from the radio.

Tested-- requires the selected channel to have ARS enabled in the codeplug
